There should be a requirement to add up to 100%, its pretty stupid otherwise.
I don't see the need. I was considering mine adding up to 101%, myself, because the numbers look more right to me if I bump Link up a point or two. Decided against it, but adding up to a bit more/less than 100% makes almost as much sense as making them add up to 100%.
